Is A Regional Draft Fair?

Interesting article in The New York Times argues that the WNBA should have had a regional draft when it was created in order to let big cities like New York have good teams. Presumably, the league would have done better had it implemented such a draft because talented players with hometown or collegiate roots close to certain teams would stay in that region. Interesting idea. The NBA did it with Wilt Chamberlain and others, but is it fair? Would it have made the WNBA a more popular league?
